E: Now let me introduce the project briefly, though it has been mentioned in the Prequalification document which was issued to you a few days ago. Bin Qasim 560MW Combined Cycle Power Plant is a gas power plant with 3 units of 560MW (megawatt) Turbine Generators. This project is financed by the World Bank and implemented though an international tendering procedure. The construction period from the piling works to generating power by the first unit is 30 months and the quality must be complied with advance international standard.尽管在几天前发给贵公司的资格预审书中已提及此工程，现在允许我简要介绍一下。

As you know that this project is a very large one and we must choose qualified contractors through certain procedure. Please write in detail. As the document requires. You may choose the typical works which can show your company's capacity best. And also the locations of the works, the values of each contract, names and addresses of the owners and the completion time should be listed clearly. Our company is one of the largest construction companies on the range of gas turbine power palnt, nuclear power plant and hydropower station and also is the unique one which has experiences of construction for power resoures in our country—China. As a partner of the Civil Works Joint Venture, we implemented the Civil Works of the 2 × 900 MW nuclear power station in South China.非常乐意。

E： Have you ever performed a large gas turbine power plant?能谈谈你们修建大型燃油电厂的情况吗？C： Yes, we have. As a main contractor our company completed the civil works of 3 ×560 MW gas turbine power plant in Bin Qasin Seaport. Karachi. Pakistan. The works include all operations from substructure to superstructure of the plant such as rock blasting by deep precracking method, deep soft sand completed by water jetting vibration, mass concrete for turbine foundation, 240 m (meter) high concrete chimney by Slipform, fabrication and erection of steel structure for turbine building and the circular water pumping house by the method of Floating Casson of semi-sinking barge. Thereof the above operations won the awards of the National Scientific and Technological Progress.很乐意。

Since the clearance of the site for pumping house was delayed for 6 months before its commencement, it was not possible to catch up the schedule by usual construction methods after our engineers studied several proposals to build the pumping house day and night, finally they worked out a best way: that was to use the method of semi-sinking barge floating casson method.好的。

E： You mean the concrte structure of pumping house was floated in water? It is very new to me.您是指水泵房的混凝土结构漂浮在水面上？这对我来说还是新鲜事。
C： Yes. Firstly the lower part of the box of the pumping house was built in a submersible barge anchored in a place other than the location of the pumping house during the seabed location was plained and cleaned from the silt. After 5,000 m³（cubic meters）of concrete on the barge was cured and waterproofed enough, the barge was pulled to deep sea area and sunk down several meters of its front part in sea water, then the concrete structure was floated up and was pulled by a droller to the location of the pumping house.是这样的。
首先在拟建泵房的海底平整清除淤泥的同时，泵房下部箱形钢筋混凝土结构在一艘前部可注水倾斜并下潜的驳船的甲板上浇筑。
当驳船上体积为5000m³的箱型混凝土养护至设计强度时， 将驳船拖往深海区域， 船首沉入海下几米，然后混凝土箱型结构便与驳船脱离，漂浮起来，由拖轮拖往水泵房的定位处。
E： Are there any problems when the concrete structure separates from the board of barge?钢筋混凝土结构与驳船甲板分离时会有问题吗？C： No problem. The concrete was poured on a steel sheet and some measures were taken to avoid the concrete sticking to the board of the barge. After the concrete structure was floated up and delivered to the location of sinking down, by help of a 500 t floating crane, the concrete structure was fixed to the location and by filling water into the concrete box, the structure was finally built on the sea bed. From that time the other operations in the structure were just as same as working on shore. This was a key step to keep the whole project completed on time. Today I have brought some brochures and a video cassette about the works with me. We would like to show you the main steps of the works proceeded.没有问题。

E： （Looking at the photos）Very interesting! This photo showing the following the casson on the sea at dawn time is just like a picture from an artist. The floating casson is really a miracle! It is very impressive. The man who proposed the method must be a genius.（看照片）非常有意思！浮箱在海中下沉时的照片，就像一幅艺术家的作品。

采用的是什么技术？C： The deep pre-cracking blasting method was used for the rock excavation. Similar to the floating case method, this is also one of the awards of adopting advanced technology. You can see in the photo that several oil tanks of thousands tons per each located very close to the excavation place are not affected by the explosion.是深孔预裂爆破技术。

E： It is not a bad idea to attach some brochures and also you still need to fill out all forms we required. For example, for your employees situation, you should put the numbers if senior technical persons, technicians, management staff and skilled workers. Regarding the construction equipment you should list all main machines and equipment owned by your company with their quantities, capacities, depreciation years and producer's names.附上一些小册子是个不错的注意，但是仍然需要填写我们所要求的表格。

C： Ok. We will do the required thing first, then more material will be added to the document for more detailed introduction. Now may I ask a question about the Legal Litigation. What shall we have to do with this form ?好的。

E：In this case, you just fill "No" in the forms, that's all. But you should not forgetthat you must have the certificates from the notary public office for your businesslicense and the financial reports. Otherwise your informations is not in legalposition.那么您只需在表格中填写"No"即可。

But if you can provide a certificate from an honorable bank saying that your company has a good credit in the bank as required in the document, or will be very helpful to identify your financial position.足够了。

C：We are not sure that the bank can issue such certificate for us but we will try to obtain it. By the way our company have got the ISO9002:94 certificate from Guangdong Quality Center for last year which will be added in our quality assurance system in the document.我们不能保证银行会签发这些证明书给我们，但我们将尽力得到。

These conditions are worked out on the basis od FIDIC Conditions ( Conditions of Contract For Works of Civil Engineering Construction Standardized by Federation International Des Ingenieurs-Conseils). As you know the FIDIC Conditions are fair to both contractor and Client, we hope you will agree with these conditions.现在让我们回到标书问题上。

C：Is the contract price a lump sum or a rate basis one ?合同价格是包干价合同还是单价合同？E：This is a rates basis contract that means the total amount of the contract will depend on the actual quanntities performed by the contractor. The structure of the power plant is quite complicated and quantities of the works involve a great deal, so there must be some modifications during the construction. The rates for each item oworks are fixed during the contract period but the quantities of the works will be modified accordingly.此为单价合同，即合同中的总工程量将取决于承包商实际完成的工程量。

C：Yes, we understand that the reasonable rates are one of the most important factors for awarding the job. We will study the explanation of rates carefully, and work out our most competitve price.好的。

It requires many particular standards and methods since there are so many special conditons which are not encountered by other individual buildings. E：Ever for some that do not appear unusual, you should not ignore the technical details. One thing you should notice is that the Works is designed by a British Engineeing company and the British Standard is adopted for all the Works.
